$$$ isn't a word, Alan, but other than that (and the use of whoever rather than whomever) well done! :-)

How about:

Life, Liberty and the pursuit of Happiness... to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed.

26 words... I took the one Alan didn't use.

...hmm, I wonder how one would measure this? Perhaps there are a few different ideas about who'se winning and who is getting an ass beating.

Government there to make life more gooder for the folks. Yah. Gotcha.

Life? That's pretty specific: Keep you from getting offed. But Liberty and Happiness? Can we seriously come up with a little more concise, less vague response than pie in the stratosphere? Anyone?

Again: Best case. Not what they fucking do in the papers but the reason we want a government at all.

In exactly 25....

Establish justice,
insure domestic tranquility,
provide for the common defense,
promote the general welfare,
and secure the blessings of liberty to ourselves and our posterity
There are no times at which ties do not matter.

Thank you, Theodoro. (We can leave out the formation of the more perfect Union as that was a peculiarity of the American Colonies... except in places like Nova Scotia, where rather than perfect any unions the colonists instead opted to exclude their colony from a collection of uniting states).

Governments, in brief, exist to do the good stuff for their people that those people cannot accomplish individually. If a government fumbles that good stuff and fails to represent its people, it invalidates itself and the people must straighten things out. By the same token, if a sub-group such as a labour union takes a position in opposition to government policy (setting themselves "against the People"), the People (the Government) must make sure the interests of the larger group hold sway -- and the sub-group must yield.

A government must deal fairly with both corporations and labourers, the poor and the wealthy, the individual and the group.

But life, as has been said, is not fair and is under no such constraints. No government can issue guaranteed protections against what life might do.

Ride safe. No one else is going to do it for you.
